The quick answer to this question is yes, but there are some important things to understand in ensuring your hot tub or spa survives the winter.

Keep up the Water Level

Contrary to what most people would think, cold winter weather actually causes the hot water from your spa to evaporate quicker. It is very important to make sure that the water level does not fall below the skimmer level, as this will result in water no longer circulating. In winter, this can be bad news, as water sitting in the pipes could freeze and crack. Avoid this by making sure water is moving as it should.

Use a Good Cover

A good cover is not only important in Winter, but also throughout the entire year. A good cover helps to mitigate water loss through evaporation, and can help you with the first tip.
